On March 18, 1999 Alpine Holdings Company, f/k/a Transco Syndicate #1, Ltd. was placed under an agreed Order of Conservation. Alpine Holdings' subsidiary, Alpine Insurance Company, had been placed in Conservation on January 8, 1999 and was subsequently placed in liquidation on June 28, 2000. The ultimate parent of both entities is Exstar Financial Corporation. This syndicate commenced business in 1985. The company was a member of the Illinois Insurance Exchange (n/k/a INEX), but effective December 31, 1996, withdrew from the Exchange and its assets and liabilities were assigned to Alpine Insurance Company. Prior to its withdrawal, this syndicate wrote principally commercial casualty liability and ocean marine coverages in 44 jurisdictions on an excess and surplus lines or non-admitted basis. The Conservation Order expressly stays direct actions which name Alpine Holdings as a party defendant and accords the company the protection of Section 209 (8) of the Illinois Insurance Code.
